The Meeting between His Excellency Jaime Basílio Monteiro, Minister of the Interior of the Republic of Mozambique and the
Honourable Bhekokwakhe Hamilton Cele, Minister of Police of the Republic of South Africa, took place on the 10th
August 2018 at the Ministry of the Interior of the Republic of Mozambique.
The Mozambican delegation comprised of the following members: Commissioner of Police
Timóteo Bernardo, Vice-Commander General
of the Police of the Republic of Mozambique, Senior Deputy Commissioner of Police
Paulo Chachine, Commander of the Police
Branch of Order and Public Security, Senior Deputy Commissioner of Police Filipe Dias, Commander of the Border Police
Branch, Deputy Commissioner of the Police Domingos Jofane, National Director of Civil Identification, Director of International
Relations Mario Jorge, Deputy Commissioner Zacarias Cossa, Mozambican Police Liaison Officer in South Africa and staff of the
Ministry of Interior.
The following officials were members of the South African delegation: General
Khehla John Sitole, National Commissioner
of the South Africa Police Service, Lieutenant General Sehlahle Fannie Masemola, Deputy National Police Commissioner
for Policing, Lieutenant General Peter Anthony Jacobs, Divisional Commissioner of Crime Intelligence,
Lieutenant General Tebello Constance Mosikili, Divisional Commissioner for Detective Service, Provincial Commissioners of
Mpumalanga, Limpopo and KwaZulu-Natal and staff of the Ministry of Police.
The purpose of the meeting was to analyse the security situation in the two countries. This meeting is a
follow-up meeting which was held on the 1st of August 2018 chaired by the Ministers of Defence of both
South Africa and Mozambique.
The outcome of the above meeting resulted in today’s meeting in which the two parties adopted
decisions that will contribute to the harmonization of policies and strategies in the field of
crime prevention, and combatting challenges that posed by the dynamics of growth and socio-economic
development in the two countries.
During the meeting the two parties took many decisions in order to improve the following:
- Liaison meetings
- Joint and simultaneous operations along the common border
- Combating the theft of and repatriation of smuggled vehicles
- Combating human and organ trafficking &Smuggling of goods
- Combating Poaching in the Common National Parks
- Combating Kidnappings
- Combating Terrorism
- Political Intervention
The meeting took place in an environment of cordiality, demonstrating the excellent relations of
friendship, cooperation and brotherhood/sisterhood existing between the two countries.
