Severe punishment at all levels for corrupt members, said Minister at Anti-Corruption strategy launch

There is a lot of corruption in South Africa and South African Police Service and those who are tasked with responsibility to uproot corruption must take their position and do their work said,” the Minister, Cele speaking during the launch of Anti-Corruption Strategy at the SAPS Academy Tshwane.

The launch of the strategy which resembled the commitment of SAPS management toward enhancing ethics and Code of Conduct, and the curbing of corruption within the organisation coincides with recently held Africa Public Day. Africa Public Day is celebrated annually across the continent to advocate and commemorate this day with this year’s theme being “winning the fight against Corruption”.

Leading from the front, Minister, Cele and the National Commissioner, General Sitole signed the Ethics and Integrity Pledge followed by Deputy National Commissioners and nine Provincial Commissioners as a sign to acknowledge the importance of the SAPS position in upholding a high levels of ethics and integrity within the organisation.

An ethics Committee was established to ensure that the Anti-Corruption strategy is implemented. This ethics Committee will be supervise by the Directorate for Priority Crime Investigation (DPCI) Ombudsman, Judge Diale Kgomo.

The Head of the DPCI Lieutenant General, Godfrey Lebeya gave a stern warning to those have made corruption part of their lives. “We all have conscience and when you are about to succumb to corruption, your conscience will speak to you.

Corruption is never committed by an individual who is unconscious, but members choose to ignore the warning signs of their conscious or to oppress and control that bad side within them and opt to commit corruption.

The Minister called for a serious consequential action on corrupt members of the police at all level. The National Commissioner, General Khehla Sitole indicated that the successful implementation of the Anti-Corruption Strategy will unsure that there are serious consequences for corruption and fraud against perpetrator including SAPS employees.

“The SAPS is a leading role player in the criminal justice system and cannot afford to tolerate any unethical behaviour or corrupt members within our ranks.

“Corruption undermines the rule of law. As the SAPS management, we are determined to fight corruption wherever and whenever it manifests and we will ensure that whoever found on the wrong side of the law is brought to book,” General Sitole said.

Brigadier Wasserman Section Head for Integrity Management Service gave a synopsis of the Anti-Corruption strategy. The implementation of this strategy sets out five strategic pillars which are to be followed and emplemented:


Leadership Imperative: Mandate, Governance Framework and Service Delivery – ensuring that SAPS leaders drive the combating of corruption and fraud in the SAPS.
Prevention – ensuring that acts of corruption do not take place by preventing people from committing corruption.
Detection –The SAPS will implement specific steps to proactively detect corruption within its ranks as well as all sectors of society such as financial disclosures, etc.
Investigation – involves the internal investigation into conflicts of interest as well as criminal investigation of corruption after it has been detected.
Resolution – entails rectifying the negative impact that corruption has had, including ensuring that policy and procedure are changed to prevent a repeat of the same sort of corruption. The SAPS will counteract the effects of corruption by taking appropriate steps through disciplinary steps against all offending members and the improving of internal control measures.  

 

 

 

The Anti-Corruption strategy is in line with the South African Police Service (SAPS)’s Turn-around Strategy which seeks to transform it into a professional and capable organisation. The strategy will minimise poor and ineffective management of State resources, as well as the impairment of the quality of service rendered to the public.
