What is the Civilian Secretariat for Police Service?

- The CSPS is an entity reporting to the Minister of Police.
- It was established to give effect to section 208 of the Constitution.
- The Civilian Secretariat for Police Service provides efficient and effective civilian oversight over the SAPS & enhances the role of the Minister of Police.

What is Oversight Monitoring and Evaluation?

An effective and efficient systematic process of monitoring and evaluating the performance of the South African Police Service towards improved policing service delivery thus leading to accountability, transformation and professionalisation of the police service.

What is the role of the Civilian Secretariat for Police Service in the implementation of the Domestic Violence Act?

- Monitor and evaluate compliance with the Domestic Violence Act, 1998 (Act 20 No.116 of l998);
- Make recommendations to the police service on disciplinary procedures and measures with regard to non-compliance with the Domestic Violence Act,1998;
- Report to Parliament bi-annually, regarding the implementation of DVA by SAPS the number of non-compliance incidents against SAPS members and recommendations.

Where does one report complaints of DV non-compliance?

At the police station where the incidence occurred, at any of our Provincial Secretariat offices or at the Civilian Secretariat for Police Service offices

What is expected of Civilian Secretariat for Police Service on IPID recommendations?

The Civilian Secretariat is expected to monitor the implementation by police service of the recommendations made by IPID and provide the Minister with regular reports on steps taken by it to ensure compliance. At the same time, the CSP is expected to receive and advise on quarterly disciplinary reports that are submitted by SAPS to the Minister and the Secretary.

What type of policies does the Policy Programme draft?

The Policy programme drafts policing policies on behalf of the Minister of Police for the SAPS

What is the outcome of the research conducted by the Programme?

The research is compiled into reports, and provided to the Secretary of Police, to advise the Minister on areas researched
- Some of the research is used to inform the policing policies.

What is a service delivery complaint?

A service delivery complaint means a dissatisfaction or disappointment by any person or an organization locally, regionally, internationally which resulted from an inaction or inaction regarding the service rendered by the SAPS

Who can lodge a service delivery complaint?

- Any citizens who was denied a proper service or was not happy with the service rendered by SAPS.
- A member of the public or a member of police may lodge a complaint on behalf of another person, provided that the person on whose behalf a complaint is lodged consents thereto in writing.
- Any member of police service who was denied a proper service or who was not happy with the service rendered by SAPS

How and where do I lodge a service delivery complaint?

- The service delivery complaint can be lodged through email, fax, telephone or cell phone, walk-in, letter etc.
- The service delivery complaint can be lodged at CSPS Head Office and PS in all nine provinces.

What happens after I have lodged a service delivery complaint?

- The CSPS will register your complaint in a computer-based register.
- The CSPS will acknowledge receipt of your complaint within seven working days.
- The CSPS will evaluate your complaint to determine if it falls within the mandate.
- The CSPS will pursue your complaint and provide regular feedback.
- If it falls outside the mandate of CSPS, your complaint will be referred to the relevant authority or institution that is competent to deal with such complaint.

Why are the police no longer performing their duties honestly and with dedication? Trust Deficit.

The Community members are encouraged to note down the names of the police who are not performing their duties accordingly and report them to the Station Commander and if the matter is not resolved it must be elevated to the District Commissioner, Provincial Commissioner and failing which a formal complaint can be lodged with the Provincial Secretariat and National Civilian Secretariat for Police Service. Better service delivery will enhance community police trust.

Why is there no oversight or accountability by the Police regarding social impact of the Community Engagements (Izimbizo)?

Members of the Community are always referred to the Local Community Police Forum for further indulgence and equally so the marketing of Provincial Secretariat and National Secretariat is an ongoing process. Communities are from time to time, provided with feedback on the progress made after the community engagements as a way of accounting to them regarding issues raised.

What is the role of Civil Society Partnerships?

Civil society is responsible for the functionality assessment to determine if CPFs are functional or not functional. It is also responsible for the training of CPFs to ensure that they understand the mandate and roles and responsibilities.

Who are the stakeholders that are involved in Civil Society Partnerships?

The directorate work together with CPFs SAPs and Provincial Secretariats to ensure that good community police relations are maintained and police service delivery is improved.

What is the mandate of the IGR directorate?

The Directorate is responsible for fostering collaboration between national, provincial, and local government entities. Its core mandate is to strengthen governance, promote integrated planning, and enhance service delivery and crime prevention.

How does the Directorate promote community safety through intergovernmental Partnerships/Collaboration ?

Through strategic engagements and convening capacity building workshops. the Directorate encourages the establishment of Community Safety Forums (CSFs) to strengthen integrated collaboration on community safety. The directorate advocates for the integration of the Integrated Crime and Violence Prevention Strategy (2022) into municipal Integrated Development Plans (IDPs), ensuring that safety initiatives are locally relevant, community-driven, and supported across government departments.
